2:17 to fulfill, in Rama a lamentation for children

2:23 to fulfill, HE shall be called a Nazarene

3:15 per scripture, to fulfill all righteousness

4:14 to fulfill, those in darkness saw a great light

5:17 I Am come to fulfill the law

8:17 to fulfill,HE took our sicknesses and bore

12:17 to fulfill, behold MY Servant, MY Beloved

13:35 to fulfill, I will utter secrets in parables

    From these texts in Matthew, we see that 'Fulfill" most often means to 'Complete' , 'Reveal' or 'Fill Up' what the OT preview alludes to.

Thus in Mat 5:17, Jesus came to Magnify The Law Isa 42:21

or to Reveal it

 - not to do away with it.
