10:1 The desire of my heart and my prayer to God on behalf of my Brothers, is for their salvation. 2 For I testify about them that they have a desire for God, but not according to the truth. 3 Ignoring the righteousness of God, and seeking to establish their own, they did not submit to the righteousness of God.

4 For Christ is the end (the result -the destination) of (the) law for righteousness to everyone who believes.

6 The righteousness of faith speaks like this: Do not say in your heart, ‘Who will ascend into heaven?’ (that is, I will bring Christ down -bring the Anointing into this meeting), 7 or “Who will descend into the depths?” (that is, to stir Christ's Anointing up in these souls who are heading for hell). 8 But (the Anointing) says “The word* (rhema) is near to you, in your mouth and in your heart” (this is, the word* of faith that we proclaim), 9 that if you confess with your mouth “Jesus is Lord” and believe in your heart that God raised him from the dead, you shall be saved. 10 For with the heart one believes, resulting in righteousness, and with the mouth one confesses, resulting in salvation.

(*Rhema is written 70 times in The New Testament. It always refers to a living and active word from God.)

Notice that Faith or Anointing should not be stirred up nor brought down. These are giftings from The Holy Spirit and we should handle His giftings with respect and holiness.

Salvation is from God and by His grace - not of works lest any man should boast. Yes, prayer, singing and preaching are often helpful, but we must give God all the credit. We must rather acknowledge that The Holy Spirit will stir men’s hearts and lead them to salvation.

Romans 10 verses 1 thru 10 offer great insight about Faith and The Anointing. Here is my translation and a few notes at the bottom.
