Baptism of Jesus to Fulfill all Righteousness

Mat 3:15 And Jesus answering said unto him, Suffer it to be so now: for thus it becometh us to fulfil all righteousness. Then he suffered him. 16 And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him: 17 And lo a voice from heaven, saying, This is my beloved Son, in whom I am well pleased.

As Moses washed and anointed Aaron and his sons Ex. 29:4–7; 40:12; Lev. 8:6, so John being of the family of Levi, was confirming unto Jesus, the work he came to prepare. The Priestly work from Levi would soon be replaced by the Sons of God in Christ Jesus. Jesus was confirmed by The Father and led into the wilderness to be proved by the devil, who would soon lose all those who were subject to him through the fear of death.    Heb 2:14-15

Those who were being baptized unto repentance in water were symbolically washing away their old nature and heritage of the flesh, and coming up into new life to serve The Living God in Christ Jesus. Jesus, without sin, was identifying with the ministry given to Levi, yet being from the tribe of Judah as King of the Jews. Heb 5-7
